All applications must be received by the County Election Board in the county where voters are registered by 5 p.m. on the third Monday (15 days) before Election Day. Once approved, an absentee ballot application remains valid for the entire calendar year.

When applying for an absentee ballot, an Absentee ballot applicant must provide an identification number (Oklahoma driver’s license/ID number or last four digits of their Social Security number) that matches their voter registration record.

Absentee ballots can be hand delivered to the voter’s local county election board no later than the end of regular business hours the day before Election Day. Voters delivering their own ballots must comply with the same identification requirements as voters voting in-person.

If mailed, absentee ballots must be received by the voter’s local county election board no later than 7:00 pm Central Time on Election Day.
Voters can vote at a designated early voting location only in the county where they are registered.

Identification Requirements

Voter Registration

To register to vote in Oklahoma you should provide one of the following:

  • Last Four Digits of your Social Security Number
  • Your Oklahoma Driver’s License Number

If you do not have one of these forms of ID and need help getting ID, go to www.voteriders.org.

Voting In-Person

In Oklahoma, you need to show a valid ID to vote. You can use any document issued by the United States, the State of Oklahoma, or a federally recognized tribal government if it includes your name, a photograph of you, and an expiration date that is later than the election in which you are voting including:

  • Valid Oklahoma Driver’s License
  • Oklahoma ID Card
  • Valid US Passport
  • Military ID

If you do not have one of the Oklahoma valid IDs and need help getting ID, go to www.voteriders.org.

After registering, voters will receive a Voter Identification Card.

Voter IDs must be unexpired (identification that never expires is also acceptable). Voter ID cards issued by County Election Boards have no expiration date and are always valid for voting.

Voters who do not comply with the ID requirements while voting in-person can cast a provisional ballot and prove their identity by signing a sworn affidavit at the polling place.

Absentee (Mail-In) Ballot: Requirements for returning an absentee ballot:

  • Standard absentee ballots: Sign an affidavit envelope in front of an Oklahoma notary; public notaries must notarize at no charge.
  • Physically incapacitated voters (and eligible caregivers): No notary is needed. Instead of a notary, the voter’s signature on the affidavit envelope must be witnessed by two people.
  • The witnessing or notarization of the signature is considered sufficient to establish the voter’s identity.

VoteRiders have created Oklahoma voter ID info cards in English and in Spanish, found here

If You Have Moved Within Your State

Moving within the Same County: You may update your voter registration using the Online Voter Registration tool to make an address change. A registered voter who has moved within the same county but has not updated their voter registration with the new address will be permitted to vote where they are registered (the old address) for one last time, but will be required to update their voter registration to reflect the new address and to vote at the new precinct in future elections.
Moving between Counties: A voter who changes residence to a different county must re-register to vote in the new county by the registration deadline, which is generally 25 days before the date of the election. Voters who move to a different county cannot vote at their old polling place.

If You Are in the Military or Are an Overseas Voter

Voting Military

Service members and their dependents may register and request a ballot using the federal voter registration/ballot request form (“FPCA”). You will have the following identification options when completing the form:

  • U.S. State or Territory or District Issued ID
  • Option to Indicate that you do not have the Requested ID
  • Last 4 Digits of your Social Security Number

Voting Overseas

U.S. citizens living overseas may register and request a ballot using the overseas voter registration/ballot request form. You will have the following identification options when completing the form:

  • U.S. State or Territory or District Issued ID
  • Option to Indicate that you do not have the Requested ID
  • Last 4 Digits of your Social Security Number

Military and Overseas Voters may use the same procedures for registering to vote and voting available to non-military and non-overseas voters.

Members of the U.S. Armed Forces and Merchant Marine, commissioned corps of the Public Health Service and National Oceanic and Atmospheric Administration, their eligible spouses and dependents, and other voters who reside outside the United States (collectively, “UOCAVA voters”) may register and vote through the Federal Post Card Application (“FPCA”) or the Federal Write-In Absentee Ballot (“FWAB”). Additional information can be found at the Oklahoma Federal Voting Assistance Program.

FPCA Registration. UOCAVA voters may use the Federal Post Card Application (FPCA) to register to vote and to request an absentee ballot here. Voters can complete the FPCA online or download the application. Both methods require the voter to print, sign, and return the application via mail, email, or fax to their local county election office. Voters can choose to receive their ballots via mail, fax, or online.

FCPA Voting. Voters who chose to receive their ballot online will receive an email when the ballot becomes available. Voters must return their ballots via mail or fax to the voter’s local county elections board.  Voters must provide an ID number that matches the one in their voter registration record.

Absentee ballot requests must be received no later than 5 p.m. Central Time the third Monday (15 days) before the election.

FPCA forms remain valid through two federal general elections, but voters are strongly encouraged to submit a new form each year or whenever they move.

Military/overseas ballots must be received at the voter’s County Election Board by 7:00 pm Central Time on Election Day.

Receiving the Absentee Ballot:

For military and overseas (UOCAVA) voters, county election boards must send absentee ballots no later than 45 days before any federal or state election.

If a valid application from a UOCAVA voter arrives fewer than 45 days before the election, the county must send the ballot within 48 hours of receiving the application.

If the ballot doesn’t arrive in enough time for the voter to return it, the voter may use the Federal Write‑In Absentee Ballot (FWAB) to vote in a  federal election. If the regular ballot later arrives, UOCAVA voters should still return it; only one ballot will be counted.

FWAB Voting: The FWAB serves as an emergency backup ballot for UOCAVA voters. It may be used if the voter does not receive their official ballot in time to return it before the deadline. If the voter later receives their official absentee ballot after submitting a FWAB, they should still complete and return the official ballot; only one will be counted. Voters can vote using the FWAB here.
Note: Military and Overseas Voters, and their spouses and dependents, who returned home within the 90 days preceding an election due to honorable discharge, military leave, or termination from overseas employment, may cast provisional ballots in the election despite not being registered to vote if they are eligible to register.

If You Have a Felony Conviction

Oklahoma requires the cancellation of the voter registration of any person convicted of a felony. Rights are automatically restored once all portions of the sentence are completed. No additional paperwork or hearing is required. A person who has been convicted of a felony may register to vote when they have fully served their sentence (i.e., completed any term of incarceration, parole, supervision, or probation).  Registration is not automatic; voters must re-register to vote once eligible.

A person who has been convicted of a felony and receives a pardon or has their sentence commuted regains eligibility to register to vote upon receiving the pardon or  commutation, regardless of the original sentence length or terms.

Misdemeanor convictions do not affect voting rights.

Individuals whose felony offenses have been reclassified as misdemeanors also regain the right to vote once they are no longer incarcerated, on parole, or on probation for that offense.
